Garcia debuted as a pro in 2001 with the La Pradera team of the Venezuelan Summer League, going 1-7 with a 3.08 ERA. He only walked eight in 53 innings. In 2002, he pitched for the DSL Dodgers West, with a 1-5, 4.29 record. Javier was up with the GCL Dodgers by 2003, where he was 4-5 with a 2.34 ERA in his US debut, walking 8 in 62 innings. Let go by the Los Angeles Dodgers chain, Garcia was out of Organized Baseball for the next three years.

Garcia pitched for Venezuela in the 2007 Baseball World Cup, with a 1.29 ERA in two relief outings, one of the club's top hurlers, far better than former big leaguer Beiker Graterol.
